It has been our historical experience that veterans around the country prefer to receive their healthcare through the VA healthcare system. This point was affirmed by a recent survey of our members gauging their experiences with VA healthcare. As we consider legislation designed to reform the VA healthcare system, it is important to recognize that specialized services, particularly spinal cord injury and disease care, cannot be adequately duplicated in the private sector. Many advocates for greater access to care in the community often minimize or ignore this point. They fail to recognize the potentially devastating impact pushing veterans into the community might have on the larger VA healthcare system, especially specialized health services that rely on that system. While we appreciate the intent of s 2896, we believe it is based on the flawed assumption that the choice program, as currently implemented, is the best way forward for veteran healthcare. I would like to point out that the VA's recent small relief community care consolidation plan, which was unveiled during the House Committee on Veterans Affairs last fall, received praise from members on both sides of the committee, including doctors from both parties. Additionally, PVA, along with our partners in the independent budget VFW and the DEA, presented a framework for VA healthcare reform to this committee. This framework builds on the VA's own plan and includes a comprehensive set of policy ideas that will make an immediate impact on the delivery of healthcare while laying out a long-term vision for sustainable, high-quality, and veterans-centric care.
